Not explicitly, maybe. Please note, however, that:

1) the OFFICIAL guidelines www.openoffice.org/ml_guidelines.html
   explicitly say to keep messages short and to the point, and that
   "All [OOo] lists follow the general principles of netiquette" where
   "netiquette" points to several linksis at the bottom of the page
   which specify that "short" also means "to only quote the parts
   that you are replying to and to remove the unnecessary bits"

2) the second link recommended by the official guidelines points to
   one of the main sources of "the general principles of netiquette"
   that is RCF 1855, which at page 7 says:
   "If you are sending a reply to a message or a posting be sure you
   summarize the original at the top of the message, or include just
   enough text of the original to give a context"

personally, I'm certainly NOT going to ever ask (or approve) that anybody
is expelled from here or any other list just because of top posting. I just
ignore most such messages. I just wanted to point out that saying that
this list has no "bottom post" policy is wrong. An overzealous moderator
who applied the current policies to the letter would have to stop users
who top post, there is no doubt about that. Please don't shoot the
messenger, complain with the moderators if you disagree with the current
policies.

as the refences above explain in detail, this is most often due to people
who can't be bothered to trim properly, than to bottom or top posting.
Please everybody trim as much as possible of every message you reply to
before sending it. Users with a metered connection will be grateful, email
will flow faster and bottom vs top posting becomes a non-issue most of
the times, when both the new and the quoted text fit in one screen.
