  What does the "save as PDF or XPS" selection in Microsoft Word do if not 
convert to PDF?

It normally does, other than the new .DOCX format from Office 2007. 
Then again, newsletters etc., should be send as PDF, not Word or
OpenOffice documents. Oh I forgot, you can't generate a PDF with Word,
unless you get some 3rd party software.
