The easiest way is to just install the English version from
http://download.openoffice.org/index.html
Then install additional dictionaries for other languages (and English
version, if necessary) by File-Wizards.
There are methods for changing the interface language, but they are
rather complex as I recall. I am sure a little searching on
www.openoffice.org would find them.
