You are apparently using a dial up modem. The download is not turned off by the server, but the connection may be interrupted by your ISP, as many limit connect time. It's entirely possible that something else caused the modem connection to fail, such as someone picking up another extension in your home. The only way around such problems, is to use a download method that can resume after interruption. BitTorrent is one way.
