Here are two ways to get ruled lines.
1. Format a paragraph with no text but set a right tab at the right
margin with an underline leader. Hitting the tab key will give a ruled line.
2. Insert a table with one column and the number of rows equal to the
number of lines desired (one less if you use the top border).
Format the table with borders below and above each cell of the thickness
desired for the ruled line.
