Do you want ruled lines spaced at the same distance as lines of printed text on the page? Do you want print lines only where there is no other printing?

A couple of very kludgy options -- make a .jpg of lines and use it as the background or set a tab at the end of the line in your paragraph style with the underscore as the fill character for the tab and type a tab in every line.
