Were he using /draw/, then a line could be drawn, copied enough 
times, top and bottom positioned, then all selected and spaced and 
aligned as needed. But not in writer -- I'm still wondering why 
writer's graphics are so crippled

But at least there is a workaround. I suppose he could also create 
the page as above in draw, then copy-and-paste from draw to writer.
