There is a right and designed way to do this in Writer. First go to Tools -> Options... and select “Language settings” subsetting “Languages”. At the bottom of the dialog box under “Enhanced language support” assure that “Enabled for Asian languages” is checked.
Now go to Format -> Page.... At the right of the dialog box will be a tab named “Text Grid” which only appears when “Enabled for Asian languages” is checked. Select it. Under “Grid” assure that “Grid (lines only)” is checked. Under “Grid Display", assure that “Display Grid” is selected. You can also set Lines per page, text size, and Ruby text size (which for Western languages really means spacing between the lines). Play with these settings and see what happens.
If you set a page style that has this lining turned on, the style will appear on every page containing that style.
Turning off “Enabled for Asian languages” will not also turn off features turned on under that feature. You just won’t be able to use the menus to access them. I believe all that this feature does is make extra menu item available and some of, like this one, may also be useful with non-Asian scripts. So, if some of these items are useful to you, you might as well keep “Enabled for Asian languages” turned on.
