[users] Heading and outline numbering driving me back to M$Word

I'm a long time user of Openoffice. I am quite comfortable with writer.
But I have NEVER been able to master numbering of headings and outlines. 
Does it work? Is there an understandable guide somewhere?

I know about Tools > Outline numbering. But numbering always restarts on 
every new heading. When numbers appear, that is. It seems to be hit and 
miss.

I try to apply a numbering to a heading style, but it isn't persistent. 
For example, I get

1- Heading 1
        1.1 Heading 2
        1.1 Heading 2
        1.1 Heading 2
2- Heading 1
        1.1 Heading 2
        1.1 Heading 2
        1.1 Heading 2


Please, someone? Can you point in the right direction, not necessarily 
towards MS Word?
