Double click on that file you downloaded, to start the installation process. After it completes, you should have an OpenOffice folder & icons in your Start menu.

The latest (2.3) version of OpenOffice has been optimised to run on Vista. The only thing it can't do is read/write Microsoft's new "2007" documents (.docx, .pptx and so on). That'll come in September (at least read will; not sure about write). Click "System Requirements" on the download page http://download.openoffice.org/ for details.
