Ack, OpenWord?  It's "Writer" please.  It's roots (StarWriter for the Z80 
8-bit processor) go back at least as long as Word's (DOS version 1983).

That little rant off my chest, I think your quotes problem may be solved by 
looking at

'Tools' -> 'AutoCorrect' -> 'Custom Quotes' tab
and
'Tools' -> 'AutoCorrect' -> 'Options' tab, 'Replace "standard" quotes 
with "custom" quotes'

to get the quotes and behaviour you want.

For this one try 'Tools' -> 'Footnotes' -> 'Endnotes' tab

Adjust styles to your liking.  This isn't something I've used myself, so can't 
offer first-hand experience.  Suggest experimenting with a test document to 
get familiar with how things change.
