... if you need to mix the number of columns at a page level is by creating separate page styles e.g. '2-column page' and '3-column page'. These are obviously setup with the 2 and 3 columns and then you simply add a page break and choose the style you want for the next page.

Perhaps you misunderstood (because I was not clear): What if I had said: "How would one then set up, say, a 2-column block at the top of the page and then later _on_the_same_page_ a 3-column block?" IOW, I would like to put a 3-column block and a 2-column block on the same page. Would OO make such a simple request impermissible?
