Perhaps you misunderstood (because I was not clear): What if I had said: "How would one then set up, say, a 2-column block at the top of the page and then later _on_the_same_page_ a 3-column block?" IOW, I would like to put a 3-column block and a 2-column block on the same page. Would OO make such a simple request impermissible?

Oh, it was a misunderstanding. If you are looking at doing it on the same page, then you will have to use sections or frames instead.
