It's been a few years since I used the SVG plugin. I clearly remember
importing SVGs with it, but can't remember exporting. Last year when I was
creating mathematics drawings I exported as JPG since it was a web project.
I normally use Inkscape for creating SVGs.

Here are a few sites about OpenOffice.org and SVGs that you may find
helpful:

1.  SVG Import Filter for OpenOffice 2.0

This is the plugin I used for importing SVGs into OpenOffice.org a few years
ago. It's not perfect, but did what I needed at the time.

2. New SVG export filter
http://graphics.openoffice.org/svg/svg.htm
An unfinished SVG export filter. I haven't tried it, but it looks
interesting.

3. SVG User Experiences
