On my side, users upload attachements with é à / ~ in their names because they can and they are not aware that it causes some troubles later. Of course it could be considered a naming convention not to use this characters, but if we/I what to promote the use of XWiki among users that are not aware of this problems and usually use this characters (and others like, ñ, á, é, ö,... ) while naming files and folders.
