Technically, you can exchange money electronically between any two banks.
All that is needed is the bank routing number and the customer account
number.

A credit union, may or may not have a bank routing number.  And even if they
do, they might not want to do such transactions as their personnel might not
be versed in how it is done, especially if foreign currency is involved.

There might be a way for you to pay by credit card, and you avoid all those
charges.  You pay in dollars and Louis is credited in Euros.

What about sending Louis Euro denominated travellers cheques?  That might
work too.  If you are a member of the AAA, you can get them for free.  There
is no extra charge on them.  You have to look into how to buy them and fill
them out correctly so that Louis can cash them.  Or, you may be able to
obtain a Euro denominated money order.

This is the 21-st century, it needed be so difficult!
