I can understand when planes were all built with analogue displays and the
cost to change them would be very expensive.  But, as new planes and future
planes are built completely digital then the cost issue becomes moot.
Software upgrades or metric software already installed but selectable via a
code would make those costs non-existent.  If laws requiring older planes to
computerise for reasons of safety or whatever, then the cost of metrication
is incorporated in cost to upgrade.

Whereas some can hope for an indefinite delay in the implementing of the
regulation, technology is already with us to do it in the very near future.
We just need the will to push the issue.
