Sorry I should have been more explicit. When I said 'dual units', I only
meant temperature.

I don't know what you mean by 'verbal' forecast because I do not have
sound. The section titled 'NATIONAL WEATHER SERVICE FORECAST' says
things like 'HIGHS IN THE LOWER 50S'. Perhaps this is what you meant.

I now see that the Accuweather site allows to choose units. It would be
nice to have a 'big bang' transition but this cannot always be done.
Early in a gradual transition process it is best to present both units
without choice. This is so that everybody is exposed to metric units and
values. Later in a transition process it is best to have metric by
default with an option for non-metric. This option can then be simply
withdrawn later.
