Letter writing isn't always as effective as one may think.  Letters sent to
the wrong person, or letters that are too long tend to get either pitched or
if a reply is sent out, the reply is along the line of; "This is the US and
we don't do metric".

It may be difficult, but contact should be directed to someone with clout
and who is pro-metric.  Otherwise, it is a waste of time and effort.
