I cannot comment on what is happening in Ireland, but here in London, I
did overhear some Irish men talking on a train recently, and they were
using metric, talking of distances in metres. No imperial was used at all.

By the way: I discovered dual units tape measures on the flea market
for a dollar. I buy yhem there and resell them at work with no
markup/profit. People seem to like them, and I think this is a very
simple practical step to make people more familiar and used to the
metric units of length.
