It may be overkill for your needs, or perhaps too expensive, but the Bose wave radio can be easily switched to 24 hour time; the one I have is running on it right now. It's a simple matter of holding down the Alarm Setup button and hitting the on/off switch, and it's quite clearly documented in the instructions as well.

I received mine as a gift, but if you look online or on eBay, you may be able to find one for far, far less than the price Bose charges for them.

Monetary cost aside, it's a fantastic alarm clock. It has separate alarm profiles so that I can set one alarm for myself, and a later one for my girlfriend (or a second as a reminder in case you snooze too long), the volume slowly ramps up over the course of 60 seconds so that you're not jarred awake, and the remote is top notch. I've been absolutely thrilled with mine for years now.
