Are there any points where the runner is officially timed? It doesn't matter as much as to what you see, but what happened behind the scenes and what is shown in the official record book.
Just like in the London Flora marathon. The course is measured in metric and certified in metric. Also all runners times are measured in metric at 5 km intervals. If you are anti-metric there is no way you can know officially what you non-metric times are as they are never measured nor recorded.

The majority of the times that dimensions are mentioned, it is kilometres. Metric was even in the thoughts of the runners as one was quoted and thus spoke in metres:
"It was a tough race today," he said. "All the good runners around make you run well. It wasn't until the last 200 metres or so that I had the feeling that I was going to win."
Yes, the winner thought in metric.

I’ve run in some 12k and half-marathon runs around the Pacific Northwest (USA) and have never seen kilometer markers, even in the runs that are 12 kilometers. It’s good though, that they standardized some races at 12 kilometers, for example Bloomsday which is this Sunday. My guess is that I don’t think we’ll see kilometers on smaller, local running events until the US changes to the metric system for road distances.

The London Flora marathon is also metric and electronically times all the results at the same distances.

The people who survey and verify the route also do it in metric and 42.195 km is the official and legal distance.
