Follow the advice given so far.
 
Soak it with a good penetrant. Blaster or Liquid Wrench will work better than WD-40. My personal favorite is made by Kano and is called Kroil if you can find it.
 
If you want to use the propane torch with a warming tip (the flat wide one) that is ok but if you must resort to heat then make sure you cool the tube first. You can loosen your clamps and slide them up then lightly tighten the bottom clamps again to hold the tube. Cut a hole the size of the tube in the bottom of a small plastic bottle. Slip it down over the tube. Fill the bottle (can, whatever) with dry ice. Cool the tube for a few hours until the tube and internals are all cooled THEN use the heat LIGHTLY on the tube in even strokes like using a paintbrush. It will expand before the internal parts (increased clearance) and should allow them to break free.

The torch may be a bit drastic, but try a hair dryer may expand things a little. After the overnight soaking with WD-40 you may get somewhere.
