Furbur Fix

I recently performed the "Furbur Fix" on my V Max ( I don't think I snugged
the nuts quite enough). I am really puzzled: why is it necessary to change
the order ofn the components from clip - nut - rubber washer - nut to clip -
rubber washer - nut - nut? The advantage of leaving the rubber washer
between the nuts is to help prevent gradual loosening of the bottom nut - I
think. What do you think?
