Nick, from what I've read, you need to get the front wheel off the ground
(and the bike preferably level) to check the steering run-out "bounce".
Also, I talked to John Furbur recently and he's got a new twist on the
method shown on the video and on Paul's site: he says to install both nuts
back to back, then the metal washer, then the cap (as opposed to
sandwiching the washer between the nuts). Jacques.
