I'm landing my CL now.
I think we should just have a CreateDataProperty/CreateDataElement runtime
function that gets the language mode in, and on failure either throws or
just returns. I can move the method that's now in api.cc, move it and use
it as a helper function for these runtime functions. Given that we just
want CreateDataXXX, it's trivial to check whether it's possible.
