Hmmm, actually the limit seems to be in the parser. Parser::ParseVariableDeclarations contains the following check:

    if (declaration_scope->num_var_or_const() > kMaxNumFunctionLocals) {
      ReportMessageAt(scanner()->location(), "too_many_variables");
      ...

Disabling this check makes the Emscripten app run, but the question is: Why was the check there? No clue so far, perhaps our parser experts can help...
