Even with a map that has the grid/grid numbering on it, my technique will work 
- I just did it for two maps:

Make a blank map in VASSAL with a grid the size and aligned as close to the 
original map as possible.

Copy the grid from that map into your graphics editor on it's own layer.  Now, 
import your map on another layer below the grid.

Stretch/resize the map (not the grid) to match the grid as closely as possible.

Remove the hexgrid layer and crop the map as needed.  Save and then use this as 
your map for the VASSAL module - use the module with the "empty" map and your 
map will fit right into it with the grid lined up (unless you had to crop - but 
in that case the hexgrid is the right size, you just have to move the map to a 
new reference point).

I found that many maps from games have hexgrids that aren't exactly equal in 
size or are formed oddly (longer in width than height for example).  Making the 
map fit the hexgrid in the graphic editor first will ensure that it will fit 
perfectly once you import it into your VASSAL module.

But glad that you finally got yours to work otherwise!
