Absolutely! You can either not create a hexgrid at all, or create a hexgrid and numbering, but not display them. If you do not add a hexgrid, you cannot have counters snap-to the centre of the hexes, depends if you want this feature or not. If you like to have the hex location reported in the chat window when you manipulate counters, then you will need to create a hexgrid and a numbering.
