It's a matter of very busy volunteers having time to go and investigate your 
particular problem. Rudeness is really not going to get you anywhere. There are 
very few people capable of answering your question and personally, I don't have 
the time spend an hour or two on your issue at the moment.

You seem to have a handle on what is going on. Probably no-one has noticed 
that. Most games it won't matter in the slightest if rotate counters are 1 
pixel away from where they should be.

If you think VASSAL is wrong, then describe the issue and ask for it to be 
fixed. Perhaps the scaling routine needs to be tweaked for odd size counters. 
What happens if the counter has one odd size, one even size. Will this matter? 
Is it only a problem with Square counters? Can you live with it the way it is? 
Will changing it affect any other modules that depend on the way it is now? 

These are all questions you can investigate yourself that need to be answered.

Why? If Even ones rotate nicely, use those. It's not something that is about to 
change.
