You are making too many assumptions :)

Comments below.

I think where you will run into trouble is with the Send To Location commands. 
At the moment, the destination map is fixed, so each piece would need a 
separate 'Send to Location' command for each doorway. Feasible if you have a 
fixed number of doorways, and they would be setup in a prototype anyway.

I would add a multi-zoned grid to each map and draw a zone around each doorway, 
giving each a unique name. Also add the auto-move key to each map (Say 
Alt-Ctrl-A).

Then, each counter needs a matching Trigger Action and Send to Location for 
each doorway. The Trigger for A will have a key command of Alt-Ctrl-A and a 
property match of CurrentZone=A and issue the appropriate Key Command to Send 
to Location to the destination for Door A (Say Alt-Shift-Ctrl-A).

Correct, however a Trigger Action can initiate a Global Key Command which does 
affect other pieces.

True, however, you can set the Map auto-move key so that every piece that ends 
its movement on a given map is issued the specified command. You can then use a 
Trigger Action with properties to catch the auto-move key and do something 
interesting.
