The problem with restricting the mouse-over viewer is that it wouldn't
be sufficient to prevent someone from looking through a stack. E.g.,
you could still expand the stack, for instance. Masking the units won't
be much work if you created them using prototypes. All you'd have to
do is add the mask trait to the prototype.

This might be something which we should add as a module-level setting,
though, as it's a pretty common game requirement.
