Well, I'm not Rodney, but I didn't have no trouble fixing your problem

 

I added Game Piece Layers to your Main Map

Added a marker to the Counter prototype referencing named GPL

Removed Stacking Option from Main Map and then added them back in

Saved, Relaunched, now stacks work, move together etc..

Hi, Rodney,

If you go to the Glory (GMT) folder, I have posted the module that is
displaying this issue. I've named it "Rodney." The module is not complete
yet, but no matter. Just create a new game and pick either map. Then put one
of the artillery counters on the map. Right-click on the artillery unit and
select either Returned Fire or Mark as Fired to place the marker on top of
the unit.

After you have downloaded the module, please let me know and I'll remove it.

Hmmm. There must be something in the module that's causing this, because
those solutions worked in my test module. What's the module you're using?
