I tired to boot my fedora iso in my windows virtual machine and that did not work, but the same
image did work for my fedora virtual machine.
Then I looked at the difference in the Settiong Storage tab between the two
machines and noticed that:
My Fedora machine had two types of Storaage: Controller: IDE and Controller:
SATA.
My Windows machine had only one type of Storage: Controller SATA.
Then I search for 'virtualbox missing controller ide' and found the following
discussion:

The last entry in this discussion worded for me !!

Hi, I just encountered the same problem. For me, I clicked on empty and tick the Live CD/DVD and
then clicked on the blue icon and then chose an image. That worked for me. On booting, do the same
and go ahead!
I tried adding the windows Iso to my IDE controller list and that would boot
the windows disk.
I tried recreating my widnows virtual machine and it still did not have an IDE controller in the
storage list.
I do not know why ?

I've installed win10 in a virtual machine a few months ago, and had no
problems. I'll download the iso image you're using to see if I can
reproduce the issue. Which version of virtualbox are you using 6.1.16r140961?
I just downloaded the windows 10 iso from Microsoft like you, and
tried running it in a test virtual machine. It comes up for me just
fine without problems. So if this is a bug in virtualbox or the
windows iso, I'm not able to reproduce it. More likely is that the
issue is something on your end.
I know you did a diff of your first downloaded iso with the
second. Did you however check the sha256 sum of the iso? The download
page has a link which says "verify your download" or something close
to that. That link explains how to do the checksum in windows power
shell. You can also do it with sha256sum on your fedora guest.
