The user in

tunctl -t tap1 -u <user>

is the user (i.e. login name) who will be running VirtualBox and
accessing the tap interface.  You need to specify this because the tap
kernel driver does additional security checks over and above the
standard Unix filesystem ones.

We do have an installer which should work on nearly all distributions,
as long as you do not have a version of VirtualBox installed using
another method.  You might want to give that a try.  It installs to the
/opt tree, which is what the LSB recommends for third party software to
avoid conflicts with the packaging system, and it puts symlinks into
/usr/bin.
