I raised soflimit and gave it a go; no dice telnetting ..

As for services and who its running as ..

Oddly enough, I don't have a vchkpw group ..

Is this the correct output?

See if you are running with a soft limit and see if you are running the 
service with the correct uid and gid (vpopmail:vchkpw).
