Yes, that's pure speculation. As one of the first contributors to the tools project I can tell you that
the initial motivation to create this subproject was the integration with the Apache Struts framework.
That's certainly not something that would belong into the Velocity core.
Later on the scope of the project widened and it became a repository for various useful Velocity add-ons
that don't belong into the Velocity core.
