Wayne, Two layers will be OK. I tie in by the butt. On the Pecock, One side has short herl and the other side has longer herl. Tie it in so that when you wrap the herl the longer herl is vertical.

If so here it is. It is basically a soft hackle. The body can be any color thread. I have some tied with red, tan, and black thread. Hook : Wet fly hook sz 14 Body : Thread tied to three quarters of the hook shank. Wrap the shank up to the point of the hook. Thorax : Peacock Herl Hackle: Black Hen Saddle A real simple fly to tie. Wrap the shank with thread, I spin the bobbin to the right to flatten the thread. This gives you a smoother body. Tie in the Peacock and wrap the thorax. Wrap the hackle 1 to 1 1/2 wraps. Make it sparse. I tie in the hackle the European way. Strip the stem and tie it in when you wrap the body with the dull side up. This makes for less bulk at the head when tying it off.
