I have a video by AK best and he addresses this very issue. I'll try and find 
the place on the video, re-watch it, and post how he does it to get them to lay

            A couple of years ago I was in a swap and tied some Mosquitos.

            I took a smallish grizzly hackle and pulled all the bards off both 
sides 
            and used it for a quill body.
