Tom,
     That is not what I'm saying. I agree, if the evidence shows it, call it. What I am saying is that it isn't just bait fishermen. I have been on lakes/streams that others have left trash on. True, power bait is from the bait fisher. I have also seen spinner packs, rubber worm packs, line, and other assorted hardware left behind.
     Not all of it is people that fish even. I have seen and cleaned around many a camp fire that looked like a trash can was emptied there.
     All I am saying is that it isn't one type of fisherman, it is all of them that cant respect the outdoors.
