I agree, I use a 9' 8 wt for steelhead.  In the summer I use the same rod for
walleye on a warm water lake and load it with a 9 wt sinking line and I can "throw" it 100 yards, but I have tried it with a 6 wt and it is not very effective.

You can go up a weight on the line for most rods but not down very well.  A heavier line might be called for on some rods but a lighter line becomes difficult to control.
