When you do this on your smaller flys, you can omit the wings altogether.  I do this and have to notice any difference in catch rates.  The largest fly that I do this on is a #14 Hendrickson.

  I sometimes trim the bottom of the hackle, but not to size it, trimming off the bottom changes how the flie sits in the water that's all.

I think more folks do it that would admit to it.
 
How many folks have cut the hackle of the top and bottom of a fly? 
 
I read about tying an inch worm and the one step was to cut the hackle short before wraping it over the chenille to make it look fuzzy.
 
I will admist this is a little diffrent than cutting hackle down to size.
 
Also there was a thread a while ago about spinninghackle on when the barbs were to long.
 
Now I will run away and hide.
