Hans- additionally: If I am tying dry flies for my own personal use I usually omit the wings on flies smaller than #16. Our uneducated trout here in Ohio do not seem to notice the difference. However, if I am tying flies for others I always add the wings. People want to see those wings- whether correct or not.
