For the winging material....what about some sort of poly yarn (similar to the stuff that they make strike indicators out of). Tie it with a bit on the sides, pointing back (a la Salmon Fly)...and a bit on top....
The stuff can be treated...will float, will shed water, and, if tied sparsely enough, will wave in the breeze. Incidentally...I don't really think that the waving in the breeze thing is going to make a difference. Remember that the wind isn't changing direction rapidly enough to give the impression of flapping or waving wings. I think that the rubber legs, etc., will be a much better trigger. Chris
