The normal way IS by the tip, for a Wolly Bugger of course. But, try it the other way sometime, gets an interesting effect. What you need to do, is make sure you have a hackle long enough so that the fibers/barbs will still be long enough by the time you get up to the head. Then pull it throught the water and see. mark

Another hackle question. Do you prefer to tie the hackle in by the tip or the butt?

If it's a palmered hackle on a wet fly (like wooley worm) I tie it in by the tip. In all other cases, by the butt.
