I like to tie in at the bend, by the tip of the hackle and wind forward.  Then take a 
couple of close turns near the eye.  The hackle gets longer slightly and makes a 
tapered effect.

I also will put hackle in a dubbing loop and twist it with thread prior to palmering.  
This makes a pretty bullet proof palmer, which won't come apart, even if bits are 
pulled out of it.
