Yes, you should tye it in at the rear. Put your tail on, and then tye your 
hackle in, before you wrap your body. That way the butt of the stem gets 
hidden under the body if you tye the hackle in buy the butt. And if you tye 
it in by the tip, the body helps to reinforce the hackle, and you don't need 
to trim off the tip. mark

So it is normal tieing it in by the tip? I was told/taught that you should
tie it in at the back, and then i was told tie it in by the front. Which

is the right way?

The normal way IS by the tip, for a Wolly Bugger of course. But, try it the
other way sometime, gets an interesting effect. What you need to do, is 
make
sure you have a hackle long enough so that the fibers/barbs will still be
long enough by the time you get up to the head. Then pull it throught the
water and see. mark
