The Complete Book of Flytying by Leiser or Shaw's
Fly-tying would be the best choices.  Both books cover
basic techniques in a step by step manner, in easily
digestible pieces.  I own a copy of Leiser's book, and
loan it out frequently to those who are considering
tying or are just starting out tying.

For example, the part where Leiser says "Now you are
really entitled to a breather.  You've completed the
most difficult tying operation a beginner-and for that
matter some advanced tiers-encounters.  So take
another break."  This style breaks people into tying
without stress.

Though a great book, Benchside Reference is not a
beginners book.  It is not a step by step guide to
tying basic patterns.
