Chuck, would you happen to be using Gudebrodrod  rod winding thread?  It's kind of a twisted / braided thread and does not lend itself to whip finishing, since it doesn't slide as easy when you tighten up the whips. It has a tendency to gather / pucker and not tighten too well. This has happened to me when I used Gudebrod D  245 and D  206 nylon by mistake. :-P
