Well it can be difficult to find the right balance with such terms &
conditions. Yours isnt he only service thats been talked about here
for having 'perpetual' and other things in the t&c.

I mean you have to make the users grant you some rights or you wouldnt
have the right to distribute their videos. But theres a number of
things you could change that would probably help:

Lose the 'perpetual' bit. Some services let users remove content from
the site at any time in the future, and thus your right to distribute
the content doesnt need to be perpetual, just as long as the user
keeps it on the site.

Consider changing the stuff about your right to use peoples videos to
advertise your service. You'll get more goodwill from users if you
pick the content you may want to use in future to advertise
yourselves, and then ask the creators of those videos for permission.

Maybe consider making your system compatible with the creative-commons
way of doing things.

You'll still get users without making any of these changes, but some
people will be putoff.
